On the low end you could get a core 2 duo or amd athlon x2 and a Geforce GT 730. this should be about as fast as a 2009 gaming laptop or faster. A few years ago I bought an AMD a4-3400 APU, Motherboard, and 4GB of ddr3 ram for cad$170. I later upgraded it with a geforce GT 730 2gb and it can run many games at 720p at high settings. the GT 730 only uses about 23 watts so it should work in almost anything.
