magallaher86, Thanks for joining but the problem was already solved.
Please avoid using and posting links to those annoying DLL sites. They are your final port of call when all else fails.
The recommended way to fix errors with DLLS is to use the real installer, so all the files match.
The file from that site seems to be from a 2002 release of nVidia drivers.
OpenAL DLLs are part of your soundcard drivers, or can be installed with the Creative Labs /nVidia standalone installer.
The new versions of Unreal and UT99 renderers are using SoftOpenAL , and instructions on the SoftOpenAL site say that you should install original OpenAL before using theirs, because it requires one of the files.
The Official OpenAL site also had a useful tool "ALCapsViewer" that will show you what is installed, and what it is capable of.
If you put a copy in the Unreal system folder it will find the files there first, so you can see what Unreal is capable of.
Note: If the OpenAL files are missing from Unreal/system it will try to use whatever is installed in Windows.
