Although, I do have a question... Is the skin supposed to show up in player setup, or no?
And does that affect whether it will show up online?

Just enter the skin you want to use in the user.ini under Class and Skin, and make sure Team is set to 255.
Start the game, but don't go to the Player Selection Menu, or it will not work. Just enter the server.
You can make one user.ini for the skin you want and use that everytime you want that skin. Place it in another folder and copy it to the Unreal System folder before starting the game. That's the easiest way 'cause Unreal changes the user.ini every time you make a change in the game, or when you enter the Player Selection Menue. This way you don't have to do it everytime again.
